Article 1- It is unlawful for any person to obstruct a pedestrian or vehicular traffic, by parking a vehicle or by standing or loitering upon any sidewalk, street or public place in the City and by refusing to move on when required to do so by a constable or peace officer.
Article 2- It is unlawful for any person to cause any disturbance or noise, in or near any street, lane, or public place in the City, by shouting or disorderly singing, or by swearing or by using insulting language.
Article 3- Commits an infraction to this by-law anyone who is found lying or loitering in a state of intoxication in or near any street, lane or public place or on private property without having been invited thereon by the occupant of such property.
Article 4- Commits an infraction to this by-law anyone who is found strolling or loitering at night in or near any street, lane or public place in the City and who cannot satisfactorily account for his presence there when required to do so by a constable or a peace officer.
Article 5- It is prohibited for anyone to use a rifle, a gun, a sling-shot, a fire-arm or an air-rifle or any other similar instrument, for the purpose of projecting rocks or other missiles whatsoever I or near any street, lane or public place in the City.
Article 6- It is prohibited for anyone to distribute circulars, advertisements, pamphlets or other similar printed material, or to sell or expose for sale any object whatsoever, in or near any street, lane or public place, without a permit issued for this purpose by the municipal Council.
Article 7- It is unlawful for anyone to accost passers-by on any sidewalk, street or public place to invite them to enter or to go to any store or other similar establishment, or to photograph them with or without their consent.
Article 8- Anyone infringing a provision of this by-law is liable to a fine and costs. The amount of the fine is set by the competent Court but may not exceed three hundred dollars ($300.00). The costs are those set out in the tariff then in force, unless the Court, for a special reason, decides to limit same or not to require their payment. Furthermore, the Court may order the imprisonment, for a period not exceeding two (2) months, of anyone who does not pay the fine and costs, immediately or within the specified delay; however, this imprisonment shall cease upon payment of the fine and costs. If the infraction continues, such continuance shall constitute a separate offence, day by day.
Article 9- The present by-law shall come into force according to law.
